i think it depends on what your unique situation is. if there are rims you really like, buy them and work around it. plus, if your facing winter every year, you do not want to be dropped too much, you'll be sliding all over since you will have a lower center of gravity and have more of a grip demand on your tires. if you drop it three inches, now you need to stick with a really high offset, so that will limit your wheel choices. i think it works the same way no matter what you do-suspension first will limit your wheel options...wheels first will limit your suspension options. do you want to be scraping low with small wheels, or keep it practical with bigger wheels, it's your choice!!
I was happy with my purchase until this point. The bike looks nice and handled great. The only issue I noticed before this was that the left gear (I’m no bike expert, sorry if if that’s not the correct term) sort of made a weird noise when switching between one of the three settings (the chain sort of took a while to set correctly). The right gear worked flawlessly.

The University of Texas at Austin Center for Electromechanics (UT-CEM) has conducted a set of simulations and full-scale experiments to determine suitable shock load design requirements for in-hub (wheel) propulsion motors for hybrid and all-electric combat vehicles. The characterization of these design parameters is required due to recent advancements in suspension technology that have made it feasible to greatly increase the tempo of battle. These suspension technologies allow vehicles to traverse off-road terrains with large rms values at greater speeds. As a result, design improvements for survivability of in-hub motors must be considered. Defining the design requirements for the improved survivability of in-hub motors is the driving factor for this research.

Rear Loopwheels are about twice as stiff as front installations, and wheels can be used both separately with a spoked wheel, or as a set, plus as the lone form of bike suspension, or in addition to suspension forks. Without a suspension system, the car’s wheels would hit a bump and move up and down perpendicular to the road surface. This vertical energy would be transferred to the car’s frame, which would pull the wheels away from the road before gravity takes over and slams the car down. The suspension system must be finely tuned using a combination of springs and shock absorbers to reduce these effects for a comfortable and smooth ride.
"If I had a preference," says Ina Ames, owner of Rim and Wheel Works in Waltham, "I'd avoid anything with a wheel diameter larger than 18 inches. Once you hit 18 inches, straightening becomes much more difficult. In the Greater Boston area, if you're driving cars with 19- or 20-inch wheels, you're just begging to come into my shop."
