The wheelchair application seems to run straight into the eternal problem with sprung wheels. Without dampers, they bounce badly, as sometimes seen in tractors fitted with buckets on a bad road. Loopwheels are different from spoked wheels. They look, feel and perform differently. You will be used to a wheel being a rigid thing, Loopwheels have flexibility in them in order to provide vibration reduction. The hub moves within the rim as the springs flex. The whole wheel acts as a flexible moving system which constantly adjusts to the load it carries and the obstacles it encounters.

Because of the built-in suspension effect, you'd likely experience more ride comfort, as well as a vastly superior ability to negotiate uneven ground without any of the wheels lifting off and losing stability.
The only other way to get wheels to turn is either roll them freely unbound to anything, or attach them to a rotor. You can adjust the suspension settings to make them ridged, and you can use vertically oriented suspensions to prevent side wobble as if it was on rails.

When it came time for an upgrade, we wanted to stick with the OEM look of an Audi factory wheel. So, we went with the 22-inch 5-V Spoke Star design wheel in titanium finish from the SQ7. It is a handsome design from Audi Sport that first appeared on the last-generation RS 6 Avant and the titanium finish of the SQ7 application matched the titanium accents on the e-tron.

Eventually i'm going to do a B-Swap but suspension work is a no brainer to get out of the way, atleast in my opinion OK..........so why are you asking us what should you do first if its a no brainer to you? Civics of your vintage need to be lowered about 2.5-3" with stock sized tires before you remove all wheel gap. This is too low for stock length shocks. A good riding spring lowers the car about 1-2" maximum. Some suggestions would be eibach pro kits, h&r sports, or Tein S techs with koni STRT shocks. They'll work fine with 15x7 +40 or so. I'd use 205/50/15's. But you can also use the stock 195/55/15. If you buy the wheels/tires first, the car will look funny until you lower it.

4: Up hill- this is where i think you may encounter difficulty. since its a climb. assume that you follow case 1, then you should be at least fine here. you have to focus on the ground distance to hub must always be greater than radius of wheel parallel to inclination of climb. (because imagine case 1, if your hub is no longer at the center, you will be lifting your self. in an inclined position. more difficult than lifting in a plane.
