You can adjust the suspension settings to make them ridged, and you can use vertically oriented suspensions to prevent side wobble as if it was on rails. Wheels lack any form of propulsion on their own. They also lack any form of innate rotation ability. They're just cylindrical objects, exactly as they are in the real world (try welding a wheel directly to something sometime and see how well it spins). You need to provide an axle to them, and propulsion should you require it as well.
From a purely aesthetic standpoint, it gives the Taurus — a car once relegated to rental fleets around the country — a much bolder, more aggressive appearance, with wheel arches full of rubber and chromed alloy. Basically, the steering system allows the driver to guide the vehicle. The steering wheel is connected, via the steering column and a series of pivoted joints, to the suspension system. This allows the wheels to move up and down as required by the road surface without changing the steering angle. This system also ensures that the wheels turn as required, for example the inner front wheel (which has a tighter curve than the outer one) is more sharply angled when cornering. Like the suspension system, the steering system also requires precise adjustment, as any looseness in the joints can make the steering dangerous.
Is there something I'm not getting? Is there a way to just slap a wheel on a block and have it roll, or are suspension blocks the only way? Without suspension blocks, wheels on a grid don't even show up in said grid's control panel or hotbar assignment menu. I even made a few test girds that were just carts with wheels directly on blocks, with thrusters for motive power; The wheels wouldn't even spin.

4: Up hill- this is where i think you may encounter difficulty. since its a climb. assume that you follow case 1, then you should be at least fine here. you have to focus on the ground distance to hub must always be greater than radius of wheel parallel to inclination of climb. (because imagine case 1, if your hub is no longer at the center, you will be lifting your self. in an inclined position. more difficult than lifting in a plane.

I find it difficult to credit the coach moving down the hill with 20,000 - 40,000 lbs of motorhome pressing the jack pads into the earth. That assumes the jacks are rated for the full coach weight and don't break under the load. My 36,000 lb coach had 4 x 16,000 lb jacks, so I wasn't too worried. Back in the day some coaches had poor frame rigidity, especially up front, so the front cap and windshield frame would often twist if the front wheels came off the ground. My '96 Southwind (F53 chassis) was like that and I avoided ever lifting the front to even barely touching cause the windshield would start to move. My 2002 W22 chassis coach didn't seem to have any problem with that but I was still careful. My 2004 DP was stable as a mountain no matter how much it was jacked. Spent many a summer at my brothers home in SW PA with wheels off the ground. He lives on a hill side and the 2012 Tour never had a problem.

The £600 wheel is set to go on sale in September following a hugely successful Kickstarter campaign to raise money for the project.
Just purchased a 2nd Traxion for my wife; after she borrowed mine she had to have one. This one arrived in perfect condition via UPS. Had to fine tune the brakes and shifters but that is easy. The people here having pedal/crank problems are causing the problem themselves by installing them dry and severly over tightening them. Put a little grease on the threads and take them down to just beyond finger tight. They are threaded opposite of the crank rotation and will not back out, and if you ever need to replace them they'll come out easily without seizing or galling.
