Without a suspension system, the car’s wheels would hit a bump and move up and down perpendicular to the road surface. This vertical energy would be transferred to the car’s frame, which would pull the wheels away from the road before gravity takes over and slams the car down. The suspension system must be finely tuned using a combination of springs and shock absorbers to reduce these effects for a comfortable and smooth ride.

i think it depends on what your unique situation is. if there are rims you really like, buy them and work around it. plus, if your facing winter every year, you do not want to be dropped too much, you'll be sliding all over since you will have a lower center of gravity and have more of a grip demand on your tires. if you drop it three inches, now you need to stick with a really high offset, so that will limit your wheel choices. i think it works the same way no matter what you do-suspension first will limit your wheel options...wheels first will limit your suspension options. do you want to be scraping low with small wheels, or keep it practical with bigger wheels, it's your choice!!
A dead axle - a rigid beam - is now used at the front on vans and trucks only. Some front-wheel-drive cars have a dead rear axle. A double-wishbone suspension. Wishbones are fitted at their outer ends to the top and bottom of the steering swivel member. The two forks of each wishbone extend inward to pivot on the frame. Big wheels and low profile tires make any vehicle look tough. For years, the aftermarket has provided wheels in the most gargantuan sizes possible, wrapping them in tires with sidewalls as thin as an o-ring. As beltlines rise, greenhouses shrink, and wheel arches become more pronounced, manufacturers are routinely shoeing their cars — even relatively sedate family sedans — with wheels 19 and even 20 inches in diameter. They look great, but their durability and expense is questionable, at best. Not long ago — well into the 2000s — most daily driver sedans came with something along the lines of a 205/60R15 tire (See this diagram to explain the numbers). Tires in these sizes typically offer a good compromise between road-holding and ride, providing a nice, fat contact patch with the road, yet allowing some flexibility in the sidewall to soak up pavement irregularities.

Each time the wheel revolves, you’re compressing “suspension”. This means that precious rider energy is being wasted, constantly. It’s kind of like the drag you get from soft, 5″ fat tires.
They’ve also developed a more bullet-proof wheelset with 25mm of shock travel called Fluent B designed for urban bike share programs. It includes a dynamo front and an internally geared rear hub. Lastly, the Fluent E is an e-bike version with 40mm of stroke and an integrated proprietary rear hub motor.
Baigh invented a new type of bicycle wheel called the ShockWheel. The ShockWheel incorporates shock absorbing properties into the wheel by using bow-spokes.
