Eventually i'm going to do a B-Swap but suspension work is a no brainer to get out of the way, atleast in my opinion OK..........so why are you asking us what should you do first if its a no brainer to you? Civics of your vintage need to be lowered about 2.5-3" with stock sized tires before you remove all wheel gap. This is too low for stock length shocks. A good riding spring lowers the car about 1-2" maximum. Some suggestions would be eibach pro kits, h&r sports, or Tein S techs with koni STRT shocks. They'll work fine with 15x7 +40 or so. I'd use 205/50/15's. But you can also use the stock 195/55/15. If you buy the wheels/tires first, the car will look funny until you lower it.
We put up with a lot from our pneumatic tires, from punctures and blowouts, to slashings and the certainty of relatively frequent, inconvenient replacements and giant piles of waste rubber. The current technology seems well overdue for a revolutionary overhaul, if you'll pardon the pun, and yet despite dozens of fascinating attempts to reinvent the wheel, nothing seems to have found traction yet. Loopwheels ($300+) give you that comfortable ride you’ve been looking for. If you have a folding commuter bike like a Dahon Mu Uno, which doesn’t come with its own suspension system, then you neeed to take a look at Loopwheels. These suspension wheels allow you take bumps, curbs, and potholes in comfort with reduced vibration. The Loopwheel doesn’t fit every bike. It’s a 20″ wheel with specific clearance requirements, so check out their Kickstarter page to see if your bike is an option.
The big limitation that I can see, is that if there is any deflection when the rider gets on the bike, that means that the rider is essentially pedaling uphill all the time (Because he has to compress the springs as he moves forward). Save yourself the trouble and buy the solid tire with the rim. Also, tire came mounted in the correct direction.
