I don’t think it would affect the brake track. The wheel would flex on the bottom but would return to original shape and diameter when it rolled far enough to not be in contact with the ground. If you have a folding commuter bike like a Dahon Mu Uno, which doesn’t come with its own suspension system, then you neeed to take a look at Loopwheels. These suspension wheels allow you take bumps, curbs, and potholes in comfort with reduced vibration. The Loopwheel doesn’t fit every bike. It’s a 20″ wheel with specific clearance requirements, so check out their Kickstarter page to see if your bike is an option.

Specially-designed connectors attach the springs to the hub and rim. The three loops in each wheel work together as a self-correcting system. This spring system between the hub and the rim of the wheel provides suspension that constantly adjusts to uneven terrain, cushioning the rider from bumps and potholes in the road. In effect, the hub floats within the rim, adjusting constantly as shocks from an uneven road hit the rim of the wheel. The spring configuration allows the torque to be transferred smoothly between the hub and the rim.

Loopwheels are currently available in a 20-inch size for bikes and a larger size for wheelchairs. They are working on 26- and 29-inch wheels for bicycles. They are currently available as a retrofit for Dahon or Tern foldingbikes and have a 100mm front fork for the changeover. The wheels themselves cost $462 US while a Loopwheels folding bike will set you back $1,493.
The spokes on a standard spoked wheel hold it in tension. If the spokes lose tension, they start to break and the rim will buckle. A Loopwheel is not held in tension by its springs therefore the rim is strong, double-walled, and less likely to suffer from buckling or fracture at the rim.
