For me, base on this design, as long as you can maintain the hub to be: ground to hub distance would always be greater than the hub to the horizontal distance (radius) to the rim. then you should be fine.

These suspension wheels allow you take bumps, curbs, and potholes in comfort with reduced vibration. The Loopwheel doesn’t fit every bike. It’s a 20″ wheel with specific clearance requirements, so check out their Kickstarter page to see if your bike is an option.
I was happy with my purchase until this point. The bike looks nice and handled great. The only issue I noticed before this was that the left gear (I’m no bike expert, sorry if if that’s not the correct term) sort of made a weird noise when switching between one of the three settings (the chain sort of took a while to set correctly). The right gear worked flawlessly.

i think it depends on what your unique situation is. if there are rims you really like, buy them and work around it. plus, if your facing winter every year, you do not want to be dropped too much, you'll be sliding all over since you will have a lower center of gravity and have more of a grip demand on your tires. if you drop it three inches, now you need to stick with a really high offset, so that will limit your wheel choices. i think it works the same way no matter what you do-suspension first will limit your wheel options...wheels first will limit your suspension options. do you want to be scraping low with small wheels, or keep it practical with bigger wheels, it's your choice!!

Rear Loopwheels are about twice as stiff as front installations, and wheels can be used both separately with a spoked wheel, or as a set, plus as the lone form of bike suspension, or in addition to suspension forks. Previously on bespoken we’ve featured articles on manual and motorised chairs which help the user negotiate uneven streets and rougher pathway, but a lot of them have been both expensive and a bit impractical for day-to-day use. A new Kickstarter, Loopwheels, addresses this problem with a simple and far more affordable design. Loopwheels contain integral suspension meaning the wheels absorb more shock than a standard wheel and allow the user to negotiate tougher terrains with greater ease and comfort. The Kickstarter also says that they can be fitted onto most standard wheelchairs. Following up from a successful campaign to raise funds for the Loopwheel as a bike wheel, this latest project has already raised over half of its £16,000 goal with 28 days left to go.
