@Michael Lau Presumably yes, since part of your energy will go into moving the hub within the wheels. But since they're springs, you'll get most of that back, so it's probably close enough to a wash to not matter much. Especially on a purely A-to-B type bike like a folder. The suspension effect also makes it much easier for a wheelchair user to negotiate steep curbs, both nosing down and backing up, as the suspension effect takes much of the steepness out of the exercise.
Basically, the steering system allows the driver to guide the vehicle. The steering wheel is connected, via the steering column and a series of pivoted joints, to the suspension system. This allows the wheels to move up and down as required by the road surface without changing the steering angle. This system also ensures that the wheels turn as required, for example the inner front wheel (which has a tighter curve than the outer one) is more sharply angled when cornering. Like the suspension system, the steering system also requires precise adjustment, as any looseness in the joints can make the steering dangerous.
In My case, I'm building a gantry with multiple axis of movement, as a means of making construction easier (the gantry would be used to, say, grab a WIP and lift, shift, and rotate it so I could get to otherwise inaccessible sections of the WIP).
