I played with the idea using steel springs in wagon wheels for a Ring of Fire series fanfic (I highly recommend the books if you like time travel stories) but I am not convinced that loopwheels are a better solution than a springy seat post. Less effort is needed to push over uneven pavements, cobbles, grass and gravel paths and it’s easier to get up kerbs too.
With every rotation the springs will bend and absorb a amount of energy. Normally this is called “damping”. Its pretty useful in some cases. But it’s pretty unusual to damp a rotation of wheels, because this will slow down the straight moving. For Bicycles (and all other vehicles) you should mount your springs in the direction where the impact is coming from plus a additional damper to stop the bouncing of the spring. Rim and Wheel Works has a proprietary process that can straighten a number of wheel issues, from a "center bend" in which the wheel has actually twisted from impact, to TIG welding wheels that have cracked, then straightening the wheels after they've been welded. For wheels that have experienced slight damage, Rim and Wheel Works can repair them for between $110 to $135 for wheels up to 19 inches, and rising upward from there as the wheel gets larger.
