The spokes on a standard spoked wheel hold it in tension. If the spokes lose tension, they start to break and the rim will buckle. A Loopwheel is not held in tension by its springs.

unlike other bikes I purchased, I did not have to make any tuning/adjustments for the deralleurs - hope this won't jinx it. The bike arrived very fast and only a little assembly to do and very easy. The gears change very smoothly. It's a little heavy but I'm very satisfied !!! Had bike for just over a month and gears don’t work proper and back wheel frame is bent and has a wobble. Thought getting a more expensive bike would be more durable but I was wrong. My 200 dollar Canadian Tire bike was better. The tires are missing some ball bearing and trying to put the tire on only results in a wobbly tire. Off to buy some ball bearings now... Grumble.

The springs are designed to cope with fast cornering and the particular forces of side-axles. We’re really happy with the results. Loopwheels-builder Graeme cycles the 12 miles to work on his trike most days – fitted with loopwheels, of course. He’s been pushing us to get these ready to share! Loopwheel springs are made from a carbon composite material, carefully developed and tested to give optimum compression and lateral stability as well as strength and durability. Specially-designed connectors attach the springs to the hub and rim. The three loops in each wheel work together as a self-correcting system. This spring system between the hub and the rim of the wheel provides suspension that constantly adjusts to uneven terrain, cushioning the rider from bumps and potholes in the road. In effect, the hub floats within the rim, adjusting constantly as shocks from an uneven road hit the rim of the wheel. The spring configuration allows the torque to be transferred smoothly between the hub and the rim.

Loopwheels ($300+) give you that comfortable ride you’ve been looking for. If you have a folding commuter bike like a Dahon Mu Uno, which doesn’t come with its own suspension system, then you neeed to take a look at Loopwheels. These suspension wheels allow you take bumps, curbs, and potholes in comfort with reduced vibration. The Loopwheel doesn’t fit every bike. It’s a 20″ wheel with specific clearance requirements, so check out their Kickstarter page to see if your bike is an option.
i think it depends on what your unique situation is. if there are rims you really like, buy them and work around it. plus, if your facing winter every year, you do not want to be dropped too much, you'll be sliding all over since you will have a lower center of gravity and have more of a grip demand on your tires. if you drop it three inches, now you need to stick with a really high offset, so that will limit your wheel choices. i think it works the same way no matter what you do-suspension first will limit your wheel options...wheels first will limit your suspension options. do you want to be scraping low with small wheels, or keep it practical with bigger wheels, it's your choice!!

Looks to me like it is a rigid rim and all the suspension takes place within the three loops of carbon inside. No worries about wheels changing shape or tires blowing off.
