I've been quoted $4k for a Bilstein 5100's all around with OME springs both front and rear and SPC Upper control arms. The $4k is for ALL parts + installation, and includes the wheels and tires. They are BFG KO2's and TRD Pro wheels. Is this reasonable? I'm completely new the world of mods and upgrades and don't want to get ripped off. Only about a -0.3 degree change, but that is better than nothing. Double bonus in that it is beneficial for handling and for clearance for running wheels with somewhat more aggressive offsets. You can adjust the suspension settings to make them ridged, and you can use vertically oriented suspensions to prevent side wobble as if it was on rails. Wheels lack any form of propulsion on their own. They also lack any form of innate rotation ability. They're just cylindrical objects, exactly as they are in the real world (try welding a wheel directly to something sometime and see how well it spins). You need to provide an axle to them, and propulsion should you require it as well.
Without a suspension system, the car’s wheels would hit a bump and move up and down perpendicular to the road surface. This vertical energy would be transferred to the car’s frame, which would pull the wheels away from the road before gravity takes over and slams the car down. The suspension system must be finely tuned using a combination of springs and shock absorbers to reduce these effects for a comfortable and smooth ride.
A good feature to add to most all Hot Wheels track layouts. A buyer needs to study his/her layout to determine if you can use this add on.
A shock absorbing wheel has its limitations. For starters, special rims would have to pair with these spoke-shocks. Plus, the high cost of shock absorbers suggests this wheelset would be extremely expensive, and the weight of the wheel would, presumably, be much heavier than traditional wheels.

But Honda was nice enough to give us slots on the upper strut mount under the hood of the car in the engine bay. Here's a diagram:
