They are BFG KO2's and TRD Pro wheels. Is this reasonable? I'm completely new the world of mods and upgrades and don't want to get ripped off. For this reason, the wheels will only work on bikes that already have sufficient space between the fork/frame and the tire – otherwise the bike would be hitting its own tires when the springs compressed.

I don’t think it would affect the brake track. The wheel would flex on the bottom but would return to original shape and diameter when it rolled far enough to not be in contact with the ground. The suspension effect also makes it much easier for a wheelchair user to negotiate steep curbs, both nosing down and backing up, as the suspension effect takes much of the steepness out of the exercise.
