That's perfect size, go with stock 235/40/18 or 245/40/18 will work too if you want more tire width. You can swap over the stock tires if they're the same size. The only other way to get wheels to turn is either roll them freely unbound to anything, or attach them to a rotor. You can adjust the suspension settings to make them ridged, and you can use vertically oriented suspensions to prevent side wobble as if it was on rails.
With standard quick release axles, a choice between 12mm or .5 inch bearings and available in 24" and 25" sizes, Loopwheels fit most manual wheelchairs.

Previously on bespoken we’ve featured articles on manual and motorised chairs which help the user negotiate uneven streets and rougher pathway, but a lot of them have been both expensive and a bit impractical for day-to-day use. A new Kickstarter, Loopwheels, addresses this problem with a simple and far more affordable design. Loopwheels contain integral suspension meaning the wheels absorb more shock than a standard wheel and allow the user to negotiate tougher terrains with greater ease and comfort. The Kickstarter also says that they can be fitted onto most standard wheelchairs. Following up from a successful campaign to raise funds for the Loopwheel as a bike wheel, this latest project has already raised over half of its £16,000 goal with 28 days left to go.

The spokes on a standard spoked wheel hold it in tension. If the spokes lose tension, they start to break and the rim will buckle. A Loopwheel is not held in tension by its springs therefore the rim is strong, double-walled, and less likely to suffer from buckling or fracture at the rim.
