The steering and suspension systems are important for both your safety and comfort when driving as they ensure a smooth ride as your car travels over bumpy roads. The two systems are usually talked about together as they are directly related to each other. However, what does each system do? When do you need to check these important systems? And, how can you tell if either system is damaged in some way?
i think it depends on what your unique situation is. if there are rims you really like, buy them and work around it. plus, if your facing winter every year, you do not want to be dropped too much, you'll be sliding all over since you will have a lower center of gravity and have more of a grip demand on your tires. if you drop it three inches, now you need to stick with a really high offset, so that will limit your wheel choices. i think it works the same way no matter what you do-suspension first will limit your wheel options...wheels first will limit your suspension options. do you want to be scraping low with small wheels, or keep it practical with bigger wheels, it's your choice!!

unlike other bikes I purchased, I did not have to make any tuning/adjustments for the deralleurs - hope this won't jinx it. The bike arrived very fast and only a little assembly to do and very easy. The gears change very smoothly. It's a little heavy but I'm very satisfied !!! Had bike for just over a month and gears don’t work proper and back wheel frame is bent and has a wobble. Thought getting a more expensive bike would be more durable but I was wrong. My 200 dollar Canadian Tire bike was better. The tires are missing some ball bearing and trying to put the tire on only results in a wobbly tire. Off to buy some ball bearings now... Grumble.

This causes the hub to momentarily dip down within the wheel by up to 45 millimeters, so it’s actually a bit off-center until the springs flex back into their regular state. They won a £24,000 Innovate UK grant in 2013 that helped them to develop the loopwheel for wheelchairs. Only about a -0.3 degree change, but that is better than nothing. Double bonus in that it is beneficial for handling and for clearance for running wheels with somewhat more aggressive offsets. The design most likely requires a drum or disc brake since the rim’s position would likely change too much for rim brakes. People out there lucky in the sense that they know how to ride a bike but unlucky in the sense that doing so jars their spines and brains and generates great discomfort in the crotchal region, say hello to Loopwheels. Founder Sam Pearce describes his design idea: “In 2007 my idea of a wheel with tangential suspension was born when I was sitting at Eindhoven airport waiting for a flight. I saw a mother pushing her child in a buggy. The front wheels hit a slight kerb and the child jolted forward because of the impact. I asked myself why a wheel couldn’t have suspension inside it, so it would soften an impact from any direction. I sketched the idea in my notebook, got on my flight, and didn’t think much more about it for a couple of years.”

@ Grunchy: Very good question regarding the un-sprung weight. Due to the internal suspension, only about a 1/3 of the total weight of the wheel is un-sprung weight, actually lowering the weight that is 'seen' by the axle.
